 在Windows 7的眾多版本中，Starter版本可以說是最受爭議的一個。盡管微軟還沒有公布此版本的相關細節(jié)，但從最近泄露的Windows 7 Build 7068中的Starter版本來看，用戶可能不會樂意接受這樣的版本，因為其中的三個程序和壁紙更換限制。不過微軟似乎要樂觀得多，尤其是談及netbooks時。

微軟預計，Windows 7 Starter版本將會迅速搶占現有Netbooks的Linux市場份額。另外，雖然微軟一再強調Windows 7是以Home Premium版本為主的，但軟件巨頭同時也表示將盡可能地幫助OEM廠商預裝Windows 7 Starter。
